When a client connects he will not only download the map! Automatically all components that listed in cs_haste.res (textures/sky/music) will be downloaded, if the server runs with sv_allowdownload set to 1. Every admin should decide if he wants people downloading the map and their components during a internet-game. This is the last point where you must stop them before they escape out of reach. Without Hostages they are doomed, so try to evacuate them all.
